Tigray President Appeals to Saudi Arabia for Clemency for Sentenced Migrants

Dr. Debretsion Gebremichael, a prominent leader in Ethiopia's Tigray region, has issued a formal appeal to the government of Saudi Arabia, requesting royal clemency for hundreds of Tigrayan nationals currently facing the death penalty in the Kingdom.

In an official letter addressed to Saudi Minister of Foreign Affairs, Prince Faisal bin Farhan Al Saud, Dr. Debretsion urged the Saudi leadership to exercise mercy, citing the dire humanitarian circumstances that led these individuals to seek refuge abroad.

According to the regional administration, the individuals in question are not career criminals but are largely victims of the catastrophic conflict that ravaged northern Ethiopia between 2020 and 2022.

The appeal emphasizes that the vast majority of these migrants fled their homes to escape "devastating war" and the subsequent humanitarian crisis.

The conflict in Tigray resulted in widespread displacement, destruction of infrastructure, and a total collapse of local livelihoods, forcing thousands of civilians to embark on perilous journeys through the Middle East in search of safety and employment.

"These citizens were driven by an extreme struggle for survival," the statement noted. Dr. Debretsion’s letter clarifies that the legal challenges these migrants faced in the Kingdom are often a byproduct of their desperate status as undocumented refugees who were fleeing active violence and systemic hardship at home.

The regional leadership further highlighted the deep historical and cultural ties between the people of Ethiopia and Saudi Arabia. The letter suggests that a gesture of clemency would not only save hundreds of lives but also significantly strengthen the long-standing bilateral relations and the spirit of cooperation between the two nations.

In addition to the request for mercy, the Tigrayan leadership called upon the Saudi government to collaborate with relevant international humanitarian organizations. The goal of such cooperation would be to facilitate a safe and organized repatriation process, allowing these individuals to return to their home region as Tigray continues its fragile recovery and reconstruction efforts.

The situation of Ethiopian migrants in the Gulf region has long been a point of concern for international human rights monitors. Recent reports suggest that thousands of Ethiopians remain in detention centers across the Kingdom awaiting legal resolution or deportation.

This latest diplomatic outreach comes at a critical time for the Tigray region. While the Pretoria Peace Agreement signed in late 2022 ended the large-scale fighting, the region continues to grapple with the aftermath of the war, including millions of internally displaced persons and a severely strained healthcare system.

Observers note that Dr. Debretsion’s direct appeal underscores the gravity of the situation. By framing the issue as a humanitarian necessity rather than a purely legal dispute, the regional administration hopes to engage the Saudi leadership's tradition of periodic royal pardons, particularly for those whose crimes may be linked to economic desperation or lack of legal status.

As of Thursday, official channels in Riyadh have yet to issue a public response to the letter. However, the appeal has already drawn significant attention from the Tigrayan diaspora and international advocacy groups, who are calling for a balanced approach that respects both Saudi law and the fundamental human rights of vulnerable displaced persons.
