The Federal Government of Ethiopia has established a six-month provisional administration for the Tigray Regional State, enacting a resolution passed by the House of Federation under Article 62(9) of the Constitution and Proclamation No. 359/2003, according to a statement published on the official Facebook page of the Prime Minister’s Office.

The Decision follows what the administration characterized as repeated failures to resolve regional conflict through the Pretoria Agreement, attributing the setbacks to obstruction by TPLF leadership. According to the Prime Minister's Office, a renewed round of hostilities has concluded, prompting the federal intervention to pull the region out of a cycle of conflict, restore self-governance, and re-integrate Tigray into the nation's broader socio-economic framework under a unified federal system.

Established by a Council of Ministers regulation, the provisional administration will oversee regional governance for the next six months. Its primary mandate centers on restoring stability, re-establishing collapsed administrative structures, repairing war-damaged infrastructure, and facilitating the return of internally displaced persons (IDPs).

The body is also tasked with restoring social services, reforming security structures in coordination with federal agencies, managing demobilization and reintegration of fighters, and facilitating conditions for free, transparent, and inclusive elections within the six-month timeframe.

The Prime Minister’s Office specified that the administration’s activities must align strictly with Ethiopia’s national interests, territorial integrity, and the fundamental interests of the people of Tigray. Operating under direct federal guidance and oversight, the provisional body is restricted from making long-term strategic decisions beyond managing day-to-day services and preparing for upcoming regional elections.

Key executive appointments were also unveiled by the Prime Minister’s Office to head the temporary administration:

  • Assefa Abreha Hagos — Chief Executive of Governance and Public Service

  • Dr. Tewodros Aregai W/Selassie — Chief Executive of Economy and Reconstruction

  • Brig. Gen. Gebre-Egziabher Beyene Hailu — Chief Executive of Peace and Security

  • Redai Halefom W/Selassie — Chief Executive of Political and Public Organization

  • Dr. Shishay Amare — Mayor of Mekelle City

The appointed officials will carry out their duties under direct policy directives, institutional support, and continuous monitoring from the federal government.
